ANSWER:

-4.1201

SOLUTION

$\log _b(1)/(4)=\log _b1-\log _b4$

this is also equivalent to

$\log _b(1*7)/(4*7)=\log _b(7)/(28)=\log _b7-\log _b28=5.7833-9.9034=-4.1201$
