x = 13

x = -5

Explanation:

$((x-4)^2)/(3)-13=14\\((x-4)^2)/(3)=27\\(x-4)^2=81\\x-4=√(81)\\\\ x-4=9\\x=13\\\\x-4=-9\\x=-5$
