Answer:
When Garvey replies to Cole with “He wasn’t the only one.” Garvey was referring to Cole because, while at the meeting Cole pleaded to the jury that he wished to change, though he had no intention in actually doing so. He just wanted to do anything he could in his power to avoid jail and getting trialed as an adult for assault against Peter.
