12 (i think)

Explanation

What I did is that I made negative 8 (8/1) and switched 2/3 to 3/2 because it's division. I then cross-canceled to get 4/1 and 3/1. After that, I multiplied and got 12/1, which is equal to 12.

When you divide fractions you need to flip.
-8/1 x -3/2
Negative times negative is positive
24/2
12 is your answer
