so if the slope is 3 then a perpendicular line would have a slope of -1/3

y - 1 = 1/3 (x + 2)

make the line look like y = mx + b

y = 1/3 (x + 2) + 1

y = 1/3x + 2/3 + 3/3

y = 1/3x + 5/3
