Explanation:

remember, when 2 signs and/operations come together, for addition/subtraction and multiplication/division it always applies :

+ + = +

- + = -

+ - = -

- - = +

and therefore,

9 - (-4) = 9 + 4 = 13

a minus meeting a minus always results in a plus.
