A.) yeah most grunge is mad and sad, but it's mostly just an old stereotype. i don't listen to much grunge anymore mostly just metal, but even in metal its a very similar case. Theres metal and grunge that can be happy and up beat, doesn't always mean it's good music though. Ghost is a really good example for metal thats upbeat. Then again im a ghoul so i personally cant say anything bad against them lol.

While not all grunge is angry and sad, that is indeed the stereotype. As someone who listens to a lot of grunge (my personal favorite being “sh_tshow” by Peter McPoland) I know that grunge covers a lot of subjects emotion wise, but is mainly characterized by an angry and/or sad tone.
