Assuming this is an essay, a good way to start brainstorming and maybe even structuring the essay is by looking at the perspectives of the different countries and their leaders. I think the best/easiest way would be to look at the Treaty of Versailles and that conference. This can generate some more knowledge and ideas about it.
For example, you may think that Russia should have to deal with some of the reparations as well as Austria-Hungary alongside Germany.
