I'm assuming you mean:
9m-2(3m-1) and not:
(9m-2)(3m-1)

So you simply need to know the Distributive Property, which allows you to expand out values being multiplied within parenthesis without adding the values first as such:
A(B+C)=AB+AC

Applying this to distribute the -2, we get:
9m-6m+2

Adding like terms we get:
3m+2
