But other than that, you ALWAYS do times or divide from left to right, than plus or minus left to right (unless there's a parentheses, go for the number in the parentheses).

2 by the power of 3 (or 2^3) splits into three twos.

2 * 2 = 4 * 2 = 8 (2^3 = 8)

7 * 8 = 56

56 divided by 4 = 14

8 + 14 = 22

2^3 + 7 * 8 */. 4

8 + 7 * 8 */. 4

8 + 56 */. 4

8 + 14

Now than I do not remember what you're supposed to with the "= [Number]" but I do believe you're supposed to sum the left and the right. So I do believe it's 8, now than remember this is not an exact answer, due to not knowing what it's properly to be.
