Answer: 98

Explanation:

If 77 paint sets are sold when 11p=14s you can assume that each is being multiplied by 7, 11p x 7 = 77 paint sets. Now multiply it's dependent factor by 7 too to get 98. 77/98 into a simplified ratio will also equal 11/14.
