y = -1/2x + 4

Explanation:

First, perpendicular lines’ slopes are negative reciprocals. Since the line slope is 2, the perpendicular line is -1/2.

Now whether or not the line passes thru (2,3) is up to the intercept.

Now to find b or intercept

Use y = mx + b to find b

Y = 3 because it’s y in the point.

M is -1/2

X is -2

3 = -1/2(-2) + b

B = 3 + -1/2(-2)

b = 3 + 1

b = 4

The intercept is 4

Therefore the equation is:

y = -1/2x + 4
