Answer: Son las.. (the hour) de la mañana/de la tarde (or depending on the time)

Explanation: For example, the first question: you would start with "es la" because one is singular and then go ahead and put in the time which is 1:30, but since its the number one, and not plural (in the time one is also feminine) it would be es la una y treinta or es la una y media de la tarde since 'media' is half meaning half of 60 min and de la tarde because it´s PM. Also for question two, similarly to question one you start with es la then put the hour which is one (in the morning I think it says) so it would be es la una de la mañana.
