It depends on a few factors. But all of them require you to be born to an American parent and still meet the age and length of residency requirements.

Prior to the 1930s citizenship in the USA could only be passed down from the father. So those people would only qualify if they were born to an American father.

Following the 1930s citizenship could be passed by either parent.

It is worth noting that just because someone is an American citizen doesn't mean they can pass Thierry citizenship to their children. At this time American parent has to have lived in the USA for at least 10 years.

Explanation: I know this because I know a president who runs and is born in Canada, but the rules are you have to be a resident of USA, but if he can, then I'm sure you are able to.
