What was located in the place where Washington D.C. was constructed? Why was that location chosen for Washington D.C.? Why was the city set up in a "district," not a state?

The place where Washington DC was constructed was a swamp. The location was chosen so that it could be between the northern and southern states. It is a district because the US constitution says that an area not more than 10 miles square would "become the Seat of the Government of the United States."
