Explanation:

The straight line equation is: y=mx+b

The slope m=-2

Hence,

y=-2x+b (1)

To determine the coefficient we take the point (1,3), that is x=1 y=3,

and substitute these values into formula (1):

3=-2(1)+b

3=-2+b

3+2=-2+b+2

5=b

Thus, b=5

The result is y=-2x+5
