Lets highlight some key words.

There are three friends and they equally have to share an unknown amount of number to earn up to the 1200 per month,

X=Amount needed to pay the rent fee.

Since there are 3 friends and they have to split we have to multiply,

3x, "At least" is less than or equal to so .

Additionally theres 1200 per month so the friends need to share there rent and 1200 is the total it should be put as

3x
\leq $1200

To add up to the rent, and to solve the inequality

we have to do the opposite of multiplication, and divide.

1200/3 = 400, x
\leq 400
