Why do chemicals from the endocrine system not cause every tissue to function as they pass them on thei journey through the body?

Answer: Chemical messengers from the endocrine system (hormones) will only bind to specific receptors on target cells. If the cell does not have the receptor for said messenger, the messenger will not bind and the cell will not change in function.
