The answer is :

x= -3/2 - 1/2

3y+2x=-1
(Move 3y to other side)
2x = -1 -3y

(get x alone, divide by 2) and becomes
-1/2 and -3/2y

x= -1/2 - 3/2y

Now you want variable to always come first so just change the order and make it

x= -3/2y - 1/2
