Answer:

Using the rules of exponents, when 2 exponents are multiplied together they add up.

So in this case you would add the 7+6 to get 4^13

For dividing it's subtraction instead, so for example if your problem was dividing you would subtract the exponents 7 and 6 to get 4^1 which is just 4
