Both of these monarchs approached the Mauryan kingdom in quite different ways. In order to expand the Indian empire, Chandragupta sought to govern violently and with force. Fighting, on the other hand, was frowned upon by Asoka. He reigned with greater restraint, establishing a fair administration and unifying his people.

They were different because king Asoka didn't start out this way and his accomplishments were much smaller than Chandra Gupta II's were.
