1st event ratio is 7:4 2nd event is 7:5

Explanation:

The ratios are not the same. During the 2nd event, FIVE people bought vanilla ice cream for ever 7 that bought chocolate. During the 1st event, FOUR people bought vanilla ice cream for every 7 that bought chocolate.
