Answer:

y = 4x - 5

Explanation:

rewrite the equation

$x + 4y - 8 = 0 \\ 4y = - x + 8 \\ y = - (1)/(4) x + 2$

perpendicular slope is a negative reciprocal. we will use the negative reciprocal to find the y-intercept

$3 = 4(2) + b \\ 3 = 8 + b \\ b = - 5$
