well, that number is really "x", which oddly enough is 100% hmmm, so

\begin{array}{ccll} \%&amount\\ \cline{1-2} 6 & 4\\ 100& x \end{array} \implies \cfrac{6}{100}~~=~~\cfrac{4}{x} \\\\\\ \cfrac{3}{50}=\cfrac{4}{x}\implies 3x=200\implies x=\cfrac{200}{3}

now, if we know that "x" is 100%, what is its 36%?

\begin{array}{ccll} \%&amount\\ \cline{1-2} 100 & (200)/(3)\\[1em] 36& y \end{array} \implies \cfrac{100}{36}~~=~~\cfrac{~~ (200 )/(3) ~~}{y}\implies \cfrac{100}{36}~~=~~\cfrac{200}{3y} \\\\\\ \cfrac{25}{9}=\cfrac{200}{3y}\implies 75y=1800\implies y=\cfrac{1800}{75}\implies {\Large \begin{array}{llll} y=24 \end{array}}
