Governments passed ordinances like closing borders, prohibiting gatherings, and shutting the ill in their homes.
All of the sick were put into boats and sent out to sea.
The Mongols carried cart loads of dead and dying people into the steppes and plains and left them there.
Governments stopped functioning and let people take care of themselves.
