The pH scale ranges from 1 - 14.

Anything less than 7 is an acid. (vinegar, citric fruits, etc.)

Anything equal to 7 is neutral. (water, salt, etc.)

Anything greater than 7 is a basic. (toothpaste, bleach, etc.)

In this case, 8-14 is a basic.
