Atoms are not really picky. They actually bond with other atoms to form an octect state. Let's take an example of an atom with, say, 2 valence electrons. This atom will have to bond with an atom which has 6 valence electrons to reach its octect state (6 + 2 = 8 =》 octect state is from L shell and above).
