You have a responsibility to talk about how bad or good it was. In this situation he had a responsibility to discuss how bad it was, in which he saw. If he does not then as a bystander it makes him almost as bad as the person doing the wrong. Think about it like this if you witness a bully bullying someone and you don't say a thing then that makes you just as bad as the bully, because you are essentially letting them get away with the bad the have done.
