as community service is a great thing, most people have after-school activities or have home issues making it hard to do these mandatory things, and you can't do them in school because you're in school. It could very well be a program the caretakers could enroll then children in, I don't think that would be a bad idea, or students could enroll in it for fun and have some hours to fill if free time is available and do a goal system.
