Explanation:

let first put the equation into slope intercept form

add 4x to both sides

y = 4x - 5

the slope is the m

the m is 4

perpendicular slopes are ones that are the opposite reciprocal of the original

the reciprocal of 4 is 1/4

the opposite of that is -1/4

now put that in an equation


y = -(1)/(4)x + b

put in the points


1 = -(1)/(4)(-5) + b

1 = 5/4 + b

-1/4 = b

now plug it into the equation


y = -(1)/(4)x - (1)/(4)

that is your equation
