Basically the number above the 10 means how many 0's to add to the number.

For 9 x
10^7, you add 7 0's, so you'd get:

90,000,000

For 2 x
10^5, you add 5 0's, so you'd get:

200,000

To find how many times more it is, you can just divide.

90,000,000 / 200,000
