The rates for the forward and backward reactions would be:

Rf=k[A]^a[B]^b forward (Rf = forward rate)
and

Rb=k_(-1) [C]^c[D]^d backwards (Rb = backward rate)

[A] would be the concentration of A, [B] would be the concentration of B, ect.
Since C decreases, the rate of the backwards reaction would decrease as long as c (lowercase!) is not 0. If c is 0, then the concentration of C would not affect the reaction rate. c is rarely 0, so the rate would probably decrease as the concentration of c decreases.
