I disagree with Jada. The perimeter decreases by a total of 1. The following math can be utilized to solve for why Jada is incorrect:

3 + 6 + 6 + 9 = 24

Therefore, quadrilateral A is equal to 24.

2 + 6 + 6 + 9 = 23

Therefore, quadrilateral B is equal to 23.

24 > 23 by one number.

Hence, Jada is incorrect. Since the side lengths go down by 1 in this scaling, the perimeter goes down by 1 in total.
