Saudi Arabia is one of the top twenty economies in the world (G20). It is dependent on oil as the country has the second-largest proven petroleum reserves, and the country is the largest exporter of petroleum in the world.
Turkey on the other hand, has a poverty rate of 28.5 percent, higher than any other country in the 35-member OECD. The share of wealth controlled by the poorest 10 percent in Turkey is just 2.1 percent, while the share of the richest 10 percent is 31.7 percent.
We also have to look at income equality. Most in Turkey are paid less then in Saudi Arabia. The particular measurement might be misleading due to some data perhaps not being fully given?
( Sorry, I tried my hardest to answer this. Hope it helps, which it probably wont but if it does, great )
