Your friend says that the product of 4.8 x 10^8 and 2 x 10^-3 is 9.6 x 10^-5 is this answer correct.

(4.8 × 2) x (10^8+-3)
(9.6) × (10^5)
to find the ten's exponent, for multiplying,
you add the exponents. For dividing, you
would subtract the exponents. Your friend
told you it was 9.6 x 10^-5, but it is not,
because 8+-3=5, not -5.
