3)A steel plant is to be constructed at a site where cooling water can be taken from a groundwater aquifer. It is planned to discharge the used cooling water to a small river. Summer flows and temperatures have historically ranged from 25 to 40 m3/s and 15 to 22 oC, respectively. The TCEQ has set a maximum stream temperature requirement of 25oC below the proposed discharge. Groundwater temperature is known to be constant at 120C. Heat dissipation requirements are 2x108J/s.
