(0,3) (3,5)

Explanation:

You already have a point of (0,3) so graph that point and then using the slope go up 2 and right 3 so the other point you'll have is (3,5).

Equation: y = 2/3x + 3

Perpendicular slope is opposite sign reciprocal i.e. -3/2

Equation: y = -3/2x + 3
