If I were a congressman or the president during the era of construction, I would have:

• Considered the input of the civilians
• Done what was best for the region at the time
• Had things preplanned

Doing these things would have been more beneficial because of many reasons, most of which include: absorbing the inputs of other people, had better organization, and had a focus for what was important in the moment.
