y = -2x - 3

Explanation:

The slopes of two perpendicular lines are negative reciprocals of each other. So slope of s is -2

using m = -2, x = 2, y = -7

y = mx + b

-7 = (-2)(2) + b

-7 = -4 + b

b = -3

y = -2x - 3
