The answer is E because the placement of the zeros matter, think of the number being as 0.0,0.2,0.2 so the first pair is small, then the middle number 0.202 also has a 0 in the middle which is basically 0.20 and the last is 0.22.
To make this easier, remove the 0 in the front and the decimal. now you have 22, 202, and 220 (0.22 is also 0.220)
