move the decimal point two spots to the right, then place it over 100
For example: 0.45
move the decimal two spots to the right (this make it 45, a whole number)
Now, divide it by 45, or write it as 45/100.
0.45 = 45/100

Explanation:

Example:

Turn 65%( 0.65) into a fraction

0.65 can be written as 0.65/1.When we multiply and divide by 100, we get 0.65/1 x 100/100 = 65/100.Thus, 65/100 is the fractional form of 0.65
