Explanation:

0.5 X + 3A = B implies

X = 2(B-3A)

3A simply means multiplying each cell by 3


3A = \left[\begin{array}{ccc}12&24\\-33&-3\end{array}\right]

B-3A is a corresponding cell by cell subtraction


B-3A = \left[\begin{array}{ccc}-24&-30\\22&15\end{array}\right]

Finally multiply that by 2, result is at the top.
