since we know both triangles are similar then we can say that

$\cfrac{TV}{QS}~~ = ~~\cfrac{TU}{QR}\implies \cfrac{x}{30}~~ = ~~\cfrac{13}{39}\implies 39x=390\implies x=\cfrac{390}{39}\implies \boxed{x=10}$
