Answer:A is correct. Quotation marks always enclose the sentence being spoken, and there should be a space to indicate a new speaker.

The correct answer is D. Using process of elimination, A shouldn’t start off with a quotation because it is a statement saying that he shrugged. B shouldn’t have a period at frowned, the sentence would be too short and should have a comma. And finally, C is has the same problem as A.
