Answer:

35 inches tall. (This is assuming they want him to be 25% taller. Using the past tense of 28, I assume this is growth.)

Explanation:

25% is 25/100 therefore we get 1/4 which gives us 28/4 = 7.

So this makes the boy 7 inches taller than 28.

28 + 7 = 35

Making him 35 inches tall.
