Andrew Johnson’s Reconstruction plan impacted the South by upholding the majority of Lincoln’s plan but without the slave benefits part that Lincoln planned to fix. If anything, Johnson was harsher on formerly enslaved Blacks than Lincoln would have been. The requirements of Johnson’s plan for Reconstruction were:
• Swear loyalty to the Union
• Sustain the 13th amendment
• Pay off all war debts
In none of his plan did he intend to help former slaves get back on track with their lives. This plan preceded the plan that would eventually help former slaves, which was known as the Radical Republican Plan.
