Answer: k(x)=-4x+63

Explanation:

Perpendicular slopes are opposite reciprocals of each other.

(1/4)^(-1)=4

4*(-1)=-4

k(x)=4x+b

k(-20)=4(-20)+b

-17=4(-20)+b

-17=-80+b

b=63

k(x)=-4x+63
