fuses have a much higher "breaking capacity" or the
fuse's ability to interrupt current flow without being
destroyed or arched over. Which student is wrong

Answer: 2nd Student (Ceramic student)

Explanation: Ceramic is reliable for fuses more than the paragraph in this states they are. Hence it would be the 2nd student who is wrong.
