Amplitude of the Modulation is kept lower so that if two or more carriers are passing through the same media or processing equipment, they may should not interfere with each other. All carriers or frequency signals may cause Cross Talk effect on other frequencies. Cross Talk Effect needs to be reduced and that is why the amplitude needs to be kept low. Higher the amplitude higher is the cross talk effect. Lower the amplitude lower is the cross talk effect.
