answer: x=-4, x=2

process: 9=3|x+1|
divide both sides by 3
9/3=|x+1|
divide 9 by 3 to get 3
3=|x+1|
swap sides so all the variable terms are on the left side
|x+1|=3
use the definition on absolute value
x+1=3
x+1=-3
substract 1 from both sides of the equation

x=2
x=-4

(I’M NOT REALLY SURE)
